Yes byuu obtained every single SNES game that was released in the US and
dumped them himself to make sure they are all preserved properly.
The section about information accuracy on
http://byuu.org/higan/features/game-library/
describes a bit what's the deal with iNES headers. They are needed to
guess memory mappings but are still imprecise so the memory mapping
itself rather than the iNES header is stored in the game folder format.
