Okay.

I managed to make the problems go away, but am not sure how.

I logged out, and in console mode, removed the file .gtkrc and the
directory .gnome_private.  I also found and killed a bonobo-activation
process and a couple of daemons (chbg and esd, if it matters, which I
doubt) using ps ux.  Logged in, and there was no settings daemon error,
and I could load applets once again.

Followup: data loss.  Several applets lost their configuration data. 
lunarclock, weather report did.  Others didn't (flink retained its brains;
the workspace switcher still has named workspaces and the correct number).
