gweather applet does not work when only SOCKS server proxy set in
Network Proxy settings.

Ie. Manual Proxy Configuration:
	HTTP Proxy: (Blank)
	Secure HTTP Proxy: (Blank)
	FTP Proxy: (Blank)
	Socks host: ... port: ...

This was previously reported in bug 249384, however I was advised that
it may be fixed in a current version, but did not have the opportunity
to check until now.

249389 now archived (says no further changes possible) so am opening new
bug.
