The GConf schema files are installed as configuration files, but in
fact they are only editted by the developers of libgnome and should
not be touched by users/administrators.

If an admin wants to edit the default behaviour of the system, they
should install default or mandatory gconf values instead of touching
the schemas.

The problem of having the schemas installed as conf files is that the
user is prompted when they change, and selecting 'keep existing' would
break libgnome.
