Bug#300742: Description doesn't describe it contains API docs

The Description field for this package just reads (wrt package contents):

  "This package contains development files for the VTE library."

When looking for API reference, it isn't clear that this package also provides
the documentation.

Also, splitting it into an independant -doc package might be a good idea.
