New upstream version of system-tools-backends

Thanks a lot for the notice. Unfortunately, PolicyKit 1 has not been
packaged into Debian yet, so we will have to wait for it.

BTW, given the change in this requirement, is it still
backwards-compatible with gnome-system-tools 2.22 ?
