I agree with both of these reasons.  They're why i like to dh-autoreconf
on other packages too.

Attached is a revised simplified patch, which only touches configure.ac
and pgp/seahorse-pgp-backend.c.

Would you be willing to apply it to the debian package?  That would be
great!
