[pkg-go] Bug#1031235: restic: New upstream version 0.15.1

Dear Maintainers,

It would be very nice if the new upstream version of restic could integrate
the Debian archive and be part of the upcoming stable release.
The changelogs for the new versions since 0.14.1 are here:

Moreover, I tested the self-update mechanism and from the few tests I ran,
