[pkg-go] Bug#1041050: Downgrade or remove fuse-overlayfs Recommends

Linux 5.13+ (so Debian stable+) added user namespace support to
overlayfs. Podman can leverage that and use overlayfs in rootless
containers, which results into performance benefits compared to
fuse-overlayfs.

As such, I don't think it makes sense for podman to Recommends:
fuse-overlayfs anymore.  At best it should be a Suggests, if not dropped
entirely. What do you think?
