[pkg-go] Please move orphaned golang-github-gogits-go-gogs-client to Deban salsa team

I have no plan to take over package maintenance.  My current project is
to ensure orphaned packages have working and updated Vcs-* links, see

These are three of thirty seven remaining packages.
