[pkg-go] Bug#1107777: gitaly-installer: temporary directories should also be created in postinst

Dear Maintainer,
I can see temporary files needed for gitlab are specified in gitaly.tmpfile
I'm not sure if this will work as expected as it needs to be package
name.tmpfile I think (so gitaly-installer.tmpfile)
Additionally this will be active on next boot only I think. So we also need to
create these directories in postinst like we do in gitlab.
