Why did you chose to downgrade the priority?

Both TinyOWS and pgRouting depend on postgresql-9.3-postgis-2.1, and
both have priority optional. They now depend on a package with a lower
priority, thus violating Policy 2.5:

"Packages must not depend on packages with lower priority values
(excluding build-time dependencies). In order to ensure this, the
priorities of one or more packages may need to be adjusted."

Please reconsider the priority adjustment.

Priority optional is usually the right choice, and recommended for all
Debian GIS packages.
