The sphinx-build command should be in python-sphinx, which is already in
the Build-Depends-Indep target. Looking at your log, it looks as if the
build daemon does not honour the Build-Depends-Indep target, maybe
because precise is too old. I suggest that you move all elements of
Build-Depends-Indep to Build-Depends.
