Yes, the tests will be skipped entirely. This is only a work-around
of course; the goal is to eventually fix all test failures upstream.

Could you report all the armhf test failures upstream?

It seems that Ubuntu uses virtual machines for autopkgtest. How
much memory do these instances provide? On amd64 the Julia test
suite consumes up to 2GB per core.
