I think it should be removed from Debian in favour of one of these:

https://mybrowseraddon.com/smart-https.html
https://github.com/Rob--W/https-by-default
https://github.com/EFForg/https-everywhere

The last one is already packaged in Debian but the option to find https
versions of websites has a slightly suboptimal UI discussed here:
