Yes, basing off of 3.1.12~ds-8 is correct (sorry I didn't get back to
you earlier about that) - don't look at Ubuntu for that, look at the
version numbers in left pane here:
https://tracker.debian.org/pkg/netatalk

I guess the version number should be 3.1.12~ds-8+deb9u1 but I recommend
to ash the release team to be sure.  Probably them rather than the
security team.
