Correct, but it could make upgrade to 2.4 more relevant for 2.3 users,
putting them in the same situation as users doing new installs of 2.4.10.

yes, slapcat/slapadd was recommended.
Which would be understandable if you upgraded from 2.3->2.4, but not
from 2.4.10->2.4.11+.
The point being that new installations of 2.4 should not use BDB4.2 to
avoid downtime when upgradring to later stable 2.4 version.
