We need to think more about names, because we're not talking about "the
Parrot runtime", but a few side development packages that just happen to
be used by Rakudo. And, I'm happy to set it up, if you can tell me which
files you actually need, instead of moving all the parrot-devel
libraries into it. The point was to allow Rakudo a minimal target that's
larger than parrot-minimal, but smaller than the full parrot-devel.
(Also, library/PGE and library/TGE aren't useful without languages/pge
and languages/tge, but I also doubt that you're using either one.)

Yes, we only package supported releases, not development releases, so
won't be packaging 3.8.
