Well, this is the first time we hear about this. So the only answer I
can give is that nobody tests packages in testing and we don't find bugs
in the suite where we want to find them. Until minutes ago the team
wasn't doing anything to get it fixed. If we find the bug and know how
to fix it, we'll try to get it in a point release, obviously.

fpc in 16.04 is older than what we have in Debian, and Ubuntu hasn't
carried delta's in fpc for a long time. So we would need to find out
what else is different. (Or what broke since 16.04). But if nobody files
bugs, we don't learn these kind of things.

As you are saying that it works in Ubuntu, and there is no delta between
Ubuntu and Debian in the fpc area, I have no idea.
