Of course. I also have repositories for the rest of PEAR packages in
Alioth. And i'm already a member of PKG-PHP.

I think you changes are correct. I just made a copy of the PEAR packages
template and add the channel definition file, that's why is using
pkg-php-tools and all the stuff you've removed.

I just pushed a new debian/control version fixing the long and short
description (As pointed by Ansgard in the bug).
