Building in Squeeze, we have:
This package.xml requires PEAR version 1.9.2 to parse properly, we are
version 1.9.1
Parsing of package.xml from file "PHP_Timer-1.0.2/package.xml" failed
install failed

So you're missing a version depends on php-pear.
