It does not explicitly need it to work, if referenced from the user's
.vimrc.  With Recommends:, it will normally be installed.

I wasn't sure about the policy regarding vim-addons, and opted for the
safer default, .  Since it clearly hasn't made the world explode, it
could be enabled by default.
