I just found something interesting, which explains why things were done
as they were.

http://pkg-vim.alioth.debian.org/vim-policy.html/x220.html - The
packaging policy for vim addons specifies that addons should be disabled
by default.

I'll not make any changes to the squeeze* branch, feel free to upload.
