Roundcube throws throws Call to undefined function get_form_tags() when clicking on sauserprefs in settings

The problem is that the version of roundcube-sauserprefs is too old (version 1.18) which is not compatible with roundcube 1.5 and above. As we are currently packaging roundcube 1.6.1
this means that roundcube-sauserprefs needs to be updated in order to work.

--> Please update roundcube-sauserprefs with upstream version 1.19
