Yes, in addition to an appropriate note in README.Debian.

I'd suggest to fire off the postinst migration only for upgrades
from older Debian packages (compare arguments passed to postinst),
and to use quilt to make the changes in the package for new
installs. The quilt change will not affect existing installs as it
would not automatically change the user configuration.
