	Since version 970616-1, "login" chowned /dev/vcs* on login,
due to Bugs #9421 and #13255; however, it does not do this anymore in
the non-maintainer upload 980403-0.1.

	Joel, did you change that?

	Guy, do you still have the patches you applied to 970616, so
that they can be applied again to 980403?

This very old bug has nothing more to do in the BTS.

Tons of explanations have been given in it about reasons not to "fix"
it.
