That's configured on the pam_umask line in /etc/pam.d/*; libpam-umask
doesn't install or change any of those files (naturally).  Just
changing the common-* should be enough, though.

It'll happen automatically if it's in base.  If we have something
(shadow?) depending on it transitionally for etch as well, it should
be installed on all systems.
