Could you look at attached patches, please.

shadow-4.0.3-noinst.patch
 - as you said before: "I'm not sure there is a distribution which choose to 
distribute the shadow library"

shadow-4.1.0-lOption.patch
- redhat specific, but it doesn't break anything. It might be usefull in other 
distros. It's up to you.

shadow-4.0.18.1-findNewUidOnce.patch
- https://bugzilla.redhat.com/show_bug.cgi?id=236871 (there are many private 
comments :( )
- basically it should faster #usereadd -u
- do not run find_new_uid() twice and use getpwuid() to check
  UID uniqueness

shadow-4.0.18.1-mtime.patch
- fix timestamps when moving home dirs to another file system
