Bug#1115344: udev: Cannot upgrade or install udev on Debian 13.1

        udev was not installed. USB devices wouldn't work.

I've updated Debian from 13.0 to 13.1
USB devices stopped working. I've tried figuring out what went wrong
only to find that the udev package was removed.

Trying to install it I get the following:

# apt install udev
Solving dependencies... Error!
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

 udev : Depends: libsystemd-shared (= 257.8-1~deb13u2) but it is not installable

I've removed libsystemd-shared, to see if installing udev would bring
the missing dependency, but seems it won't work.

I'm not sure what else to do. Seems this is a repository problem.
