That is a bug in the ifupdown plugin. It currently doesn't correctly set the
unmanaged flag for devices listed in /etc/network/interfaces.

Until this bug in the ifupdown plugin is fixed, you can use the keyfile plugin
to unmanage the device:

Edit /etc/NetworkManager/NetworkManager.conf and add


[keyfile]
unmanaged-devices=mac:00:11:22:33:44:55
