I am keen to get these included in pkg-voip-maintainers.

Do you have an account on alioth?  If so the you can inject the debian/ 
component directly using svn..

It would appear you are using a different .orig.tar.gz file as the md5 sum 
didn't match the .dsc and the diff wouldn't apply cleanly.

Can you upload some new packages.

Generally that isn't desired behaviour.  If you package has a configure script 
you shouldn't need to run the libtool's unless you need to repackage.  I 
would remove those from the debian/rules, provided it does run correctly.

Generally the package shouldn't depend on autotools-dev, for the reason I 
stated above.

Yes it will mark automatically.  You don't need to worry about it.
