Because the SONAME of the library is 2 (libspandsp.so.2).
This follows upstream.

In the past there were previous interface (both ABI and API) changes of
upstream that did not involve an SONAME bump. The Debian packaging
independently bumped the SONAME. At some point upstream started
providing a more stable interface and packaging shifted to using
upstream's SONAMEs.
