(Usually) bugs with patches are welcome, bugs without might be considered
annoying.

And also we make a (silent) point of filing only bugs with patches :)

As I said on irc, the patch should add some switch to disable/enable this.
In some circumstances make sense to have local timezone. And in some
circumstance make no sense having a timestamp at all.
So the best would be a patch which:
1) allow to chose between UTC and local tz
2) allow to remove the whole timestamp
