[Soc-coordination] Status Report of MIPS N32/N64 Port, Week 12

Hi,

In the thirteenth  week of this GSoC project, I've worked on the
simple build scripts and started the build daemons to try native
builds.

1. ct.py:
Script to find out which package can be built using currently
available packages in the repo.
The script only analyze one layer of dependency, so it's expected to
have some failures, but so far the failure rate is very low.

2. update-reprepro.sh:
Sync arch:all packages from external public repositories, install
packages that build machines build to the repo.

3. buildd-client.sh:
Script run on build machine, querying MySQL database, using local
sbuild installation with mips64el chroot. The build machine is running
Debian mipsel.

4. conf.tar.xz:
Configuration of reprepro.
