[Debian-zh-dev] Bug#856010: Ships chroot(1), should be chroot(8)

The chroot command lives in the coreutils package and is documented in
chroot(8): https://manpages.debian.org/jessie/coreutils/chroot.8.en.html.

manpages-zh ships documentation for chroot(1) but lacks chroot(8).
This seems to be a mistake, and it breaks redirection/navigation on
manpages.debian.org. Please move the chroot documentation to section 8.
