Hi Andreas,

  Thanks for your bugreport.

I do rename upstream NEWS to changelog-upstream to fix this bug.(In 
3.0.1-1, it rename to changelog :-(  )

In old upstream version 2.4.0, there is a ChangeLog file under the top 
level directory,

this ChangeLog file is automatic installed by dh_installchangelogs:

dh_installchangelogs
[...]
         install -p -m0644 debian/changelog 
debian/liblunar-date-dev/usr/share/doc/liblunar-date-dev/changelog.Debian
         install -p -m0644 ./ChangeLog 
debian/liblunar-date-dev/usr/share/doc/liblunar-date-dev/changelog


In new upstream verison 3.0.1, there is not this ChangeLog file.

I'd uploaded the version 3.0.1-2 to mentors.d.n:
