theoretically, UPS shutdown (and restart when power is back) is supported.
but the UPS implementation is a bit strange, as mentioned in the driver
code.
moreover, this requires the UPS to be "on battery".

so my question is: when you did your test, were you running on battery?
how did you do the test? Ie, calling "upsmon -c fsd" or pulling off the
power plug and waiting for the low battery status?

if you again do the test, it would be good to not feed your PC with the UPS
(for testing) and have the driver running in debug mode (-DDDDD) to send
back the (compressed) output for investigation.
