[Nut-upsuser] NUT 2.6.3-1 Windows package

So, I stat NUT service, pull out power cord on ~10 seconds, push it
back and stop NUT service. After that:

C:\Program Files (x86)\NUT\sbin>upsmon -DDDDD
Network UPS Tools upsmon 2.6.3-3534:3545M
Fatal error: A previous upsmon instance is already running!
Either stop the previous instance first, or use the 'reload' command.

Process "upsmon" actually isn't running.
I cannot imagine how it happens.  When this situation occurs, removing
upsmon.pid helps, BUT without disconnecting power cord NUT
starts/restarts fine even with existing upsmon.pid.

Here is my current upsmon.conf:

main.vbs is a stub script that just writes a log. It gets the notifies
and works as expected.
As you can see, in this case I don't use upssched.

Can I get a "-DDDDD" output from upsmon when it runs as NUT service?
