One of the two files is useless. I believe tray-monitor.conf.in is a
leftover file from before the renaming.

Maybe it is Desktop Environment dependent? I am on XFCE4.

Eh, wie *have* a file named bacula-tray-monitor.xpm in
/usr/share/pixmaps. The Whisker Menu from XFCE4 also shows it.
