[pkg-bacula-devel] New Upstream 9.6.x

Hi!

I've been preparing the new upstream release and after some false starts
9.6.2 finally compiles.

Only to fail miserably in lintian because the souces include a
pre-compiled GNU tar for the Docker plugin.

If have notifed the bacula-devel list of this, let's see what the
outcome is.

If there is no change on that binary, I fear we have to DSFG the tar and
remove that binary before trying to redistribute it.
