[pymvpa] PyMVPA 0.3 coming?

Welcome back ;-)

I always don't mind fresh releases (as soon as prev version is already
in Debian testing ;)), so we could have released a while ago imho.

today I will propagate some changes from my tentative branch where I was
going to make Datasets use of collectable attributes. I haven't
fulfilled that goal yet, but the changes overall are healthy -- a bit
saner state.py + should be a bit better in terms of performance.
