Bug#270313: gnome-applets: Can't add new layouts to to keyboard switching applet

Hi,

Language switching applet does not show any other added keyboard layout 
except default.
Steps to reproduce:
1. default layout "lithuanian qwerty (numeric)"
2. open "keyboard properties"
3. add "russian (cyrillic phonetic)" in section "layouts"
4. close "keyboard propertes" window

Expected result: section "groups" should allow to choose between 
lithuanian and rusian layouts.

Actual result(Bug): section "groups" shows only one option "lithuanian qwerty (phonetic)"
