[pkg-lxqt-devel] Change git repository layout to DEP-14 format

Hi All,

I purpose to change the git repository layout to DEP-14 [0] format. The
result git repository will looks like [1]. In short:

*   debian/* is for Debian package.
    *   debian/experimental, debian/sid, ... are for different Debian
        release respectly.

*   upstream/* is for upstream release.
    *   upstream/latest is for latest upstream release. upstream/* is
        for other upstream release like stable release or other upstream
        release.

*   pristine-tar is for upstream pristine-tar tarball.

*   <vendor> is for other vendor.

We will start to change the git repository layout if no one oppose this.
