[pkg-lxqt-devel] gbp.conf missing in lxqt-panel

Hi all,

It seems that the lxqt-panel repository is missing the debian/gbp.conf
telling gbp to use the debian/sid branch. Attached patch adds it. (I
copied the gbp.conf verbatim from lxqt-globalkeys.)
