[pkg-lxqt-devel] Bug#963104: measured 30 seconds delay

Today used a stopwatch to precisely measure the delay between the appearance of the desktop with the icons and the appearance of a working panel at cold boot - i did it a few times and the delay was 30 seconds at every cold boot (when rebooting, the delay is (at least sometimes) less than 30 seconds).
