So far I remember on the last update to the new TB ESR version such
packages (as now tbsync e.g.) were handled by p-u (not security and not
bpo).

For me the update of such packages are needed as otherwise the packages
with there versions getting useless and obsolete. So in my eyes an
exception for getting newer versions into the stable releases. But in
the end this is a decision to be done by the release managers.
