I am also unable to reproduce the issue. Here is what I tried:

From a clean Debian sid chroot:

 - apt-get update
 - rm /usr/sbin/policy-rc.d
 - apt-get install mg mariadb-server apache2
 - dpkg -i roundcube-core_1.1.2+dfsg.1-4_all.deb roundcube-mysql_1.1.2+dfsg.1-4_all.deb roundcube_1.1.2+dfsg.1-4_all.deb
 - echo roundcube hold | dpkg --set-selections
 - echo roundcube-core hold | dpkg --set-selections
 - echo roundcube-mysql hold | dpkg --set-selections
 - apt-get install -f
 - apt-get upgrade

I don't get any error during upgrade.

If you hit the bug, could you try to modify the postinst script
(/var/lib/dpkg/info/roundcube-core.postinst) and put "set -x" at the top
and run it again with dpkg-reconfigure roundcube-core? It is likely to
fail again and we will get more info.
