Maybe a view of the end result and how it would work together will be
helpful too:


There would be two binary packages bacula-libs3 and bacula-libs3-dev
(built from the new source package bacula-libs3).

The bacula source package would build-depend on bacula-libs3-dev. The
bacula source package would be modified, as Sven explained, to include
the bacula s3 plugin and to place it in a separate binary package
(e.g. "bacula-libs3-plugin"). This separate package would depend on
bacula-libs3.

Once all that is in Debian proper, a user would only have to "apt
install bacula-libs3-plugin" and configure to get it all working.
