well... I don't think you would need to build anything at all
actually... may be it would work fine if you just point PYTHONPATH to
the location where you extract pymvpa... the only thing which might
cause problem is the availability of ctypes but unavailable build of
smlrc. Then just go ahead, modify setup.py by commenting out 

#if have_libsvm:
#    ext_modules.append(libsvmc_ext)

then it should build fine (just tested, but on Linux)

I would encourage you to try current trunk ;)
new version -- I can't promise anything, we can release it any moment,
but windows installer was always Michael's baby, I have no clue how to
create one, and Michael is in the middle of the move from Europe to the
seat in 2 meters away from me ;) So, hopefully in 2 weeks we will have a
new release with proper Window$ installer ;)

but once again -- I would advise to use git version -- then, once you
made that to work, you could get ANY version no mater how old/new it is
(e.g. if we fix some issue which is important for you)
